	บทคัดย่อ/Abstract	การศึกษา เรื่อง กลไกการช่วยเหลือเด็กและหญิงจากการค้ามนุษย์ กรณีศึกษาจังหวัดปัตตานี มีวัตถุประสงค์ 1) ทราบถึงสถานการณ์ปัญหาการค้ามนุษย์เด็กและหญิงในพื้นที่จังหวัดปัตตานี 2) ศึกษากลไกช่วยเหลือเด็กและผู้หญิงที่ตกเป็นเหยื่อของการค้ามนุษย์ในพื้นที่จังหวัดปัตตานี 3) วิเคราะห์ปัญหาและเสนอแนวทางในการพัฒนากลไกการช่วยเหลือผู้เสียหายจากการค้ามนุษย์ในพื้นที่จังหวัดปัตตานี และ 4) เสนอแนะนโยบายต่อกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ในการขับเคลื่อนงานช่วยเหลือผู้เสียหายจากการค้ามนุษย์เด็กและหญิง<br /> กลุ่มตัวอย่างในการศึกษา ได้แก่ เจ้าของสถานประกอบกิจการ เช่น ร้านอาหารและ ร้านคาราโอเกะ จำนวน 142 สถานประกอบการ ผลการศึกษา พบว่า (1) ระดับความรู้ความเข้าใจของผู้ประกอบกิจการต่อสถานการณ์การค้ามนุษย์ส่วนใหญ่มีความรู้ความเข้าใจระดับปานกลาง ร้อยละ 49.0 (2) มุมมองผู้ประกอบกิจการต่อแรงงานข้ามชาติต่อการจัดสวัสดิการแรงงาน โดยภาพรวมการปฏิบัติอยู่ในระดับมาก ( = 3.80) (3) การมีส่วนร่วมในการป้องกันและปราบปรามการค้ามนุษย์ โดยภาพรวมการปฏิบัติอยู่ในระดับปานกลาง ( = 3.53 และ (4) การศึกษาปัญหาอุปสรรค ในการให้ความช่วยเหลือเด็กและหญิงที่ตกเป็นเหยื่อจากขบวนการค้ามนุษย์ในพื้นที่จังหวัดปัตตานี โดยภาพรวมการปฏิบัติงานอยู่ในระดับปานกลาง ( = 2.66) ประชากรกลุ่มตัวอย่างยังร่วมกันคิดเพื่อเสนอแนะรัฐบาลหรือผู้มีส่วนเกี่ยวข้องควรพิจารณาและดำเนินการแก้ไขในประเด็นต่างๆ ดังนี้<br /> 1. รัฐบาลควรจัดระบบการคุ้มครองแรงงานนอกระบบ จัดอบรมกฎหมายเกี่ยวกับการค้ามนุษย์แก่ผู้ประกอบกิจการ ตั้งข้อตกลงก่อนเปิดกิจการ และการให้ความร่วมมือกับเจ้าหน้าที่ในการตรวจสอบการดำเนินกิจการ<br /> 2. รัฐบาลควรติดตาม ช่วยเหลือเยียวยา และคุ้มครองกลุ่มเด็กและหญิงที่ตกเป็นเหยื่อจากการค้ามนุษย์ หลังจากส่งกลับประเทศภูมิลำเนา ทั้งนี้เพื่อป้องกันการกลับสู่วงจรการค้ามนุษย์ซ้ำอีก<br /> 3. ส่งเสริมโอกาสในการเข้าถึงการศึกษา และแหล่งข้อมูลความรู้เรื่องการค้ามนุษย์และผลกระทบจากการค้ามนุษย์ที่เกิดขึ้นกับเด็ก ครอบครัว ชุมชน และประเทศชาติ <br /> 4. รัฐบาลควรดึงการมีส่วนร่วมของภาคประชาชนในการป้องกันและแก้ไขปัญหาการค้า มนุษย์อย่างยั่งยืน<br /> This study is "The Mechanism to Protect the Trafficked Children and Woman Case Study of Pattani Province". The objectives of study were 1) to study the situation of the trafficked children and women in Pattani, 2) to study the mechanism to protect the trafficked children and women in Pattani, 3) to analyze the problem and the purpose to solving of the mechanism to protect the trafficked children and women in Pattani, and 4) to suggest the policy to improve the mechanism to protect the trafficked children and women to Ministry of Social Development and Human Security to drive the mechanism system to protect the trafficked children and women.<br /> The sample consisted of 142 entertainment places in Pattani province such as the entertainment restaurants, Karaoke shop, pub, etc. The study finding were as follows; (1) 49.0 percentile of the respondents had the knowledge on the mechanism to protect the trafficked children and women, (2) the respondents were of the opinion that the welfare for the migrant workers of state had enough to help them to help themselves ( = 3.80), (3) the respondents complained that they had participated to prevent and protect the trafficked children and women in Pattani on the middle level ( = 3.53), (4) the respondents were of the opinion that the mechanism to protect the trafficked children and women could solve the troubles of the trafficked children and women on the middle level ( = 2.66). <br /> Respondents had suggestions on how the interaction between the public and government officials could be improved, and the help provided could become more effective. Some of the suggestions were as follows:<br /> 1. Government officials should be strong regulations in force and should have the power to enforce the necessary laws and regulations to prevent and protect the trafficked children and women;<br /> 2. Government officials should observe and follow the solving problems of the trafficked children and women after repatriated them back to country;<br /> 3. Government officials should support the migrant worker to develop themselves by education system for building opportunity them on working; and <br /> 4) Government officials should interact with the people and build them to recognize the problem of the trafficked children and women.<br />
