	บทคัดย่อ/Abstract	การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบของสมรรถนะด้าน ICT และเสนอยุทธศาสตร์การพัฒนาสมรรถนะด้าน ICT ของผู้บริหารโรงเรียนในเขตพัฒนาพิเศษเฉพาะกิจจังหวัดชายแดนภาคใต้ โดยใช้ระเบียบการวิจัยแบบผสมผสาน แบ่งการวิจัยเป็น 2 ระยะ ระยะที่ 1 มี 3 ขั้น (1) สังเคราะห์เอกสาร (2) สัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 5 ท่าน (3) วิเคราะห์องค์ประกอบ โดยใช้เทคนิคการวิเคราะหองค์ประกอบเชิงสำรวจ กำหนดขนาดของกลุ่มตัวอย่างจำนวน 800 คน ระยะที่ 2 มี 4 ขั้น (1) ยกร่างยุทธศาสตร์ให้สอดคล้องกับองค์ประกอบที่ได้ในระยะที่ 1 และบริบท ของโรงเรียนในเขตพัฒนาพิเศษเฉพาะกิจจังหวัดชายแดนภาคใต้ (2) ตรวจสอบร่างยุทธศาสตร์โดยการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 5 คน (3) ยืนยันยุทธศาสตร์โดยวิธีการสนทนากลุ่มผู้บริหารโรงเรียนในเขตพัฒนาพิเศษเฉพาะกิจจังหวัดชายแดนภาคใต้ จำนวน 11 คน (4) ปรับปรุงและนำเสนอรายงานผลการวิจัยผลการวิจัยพบว่า (1) องค์ประกอบของสมรรถนะด้าน ICT ของผู้บริหารโรงเรียนในเขตพัฒนาพิเศษเฉพาะกิจจังหวัดชายแดนภาคใต้ แยกออกเป็น 2 ด้าน ด้านที่ 1 เป็นสมรรถนะพื้นฐาน มี 4 องค์ประกอบ ด้านที่ 2 เป็นสมรรถนะเพื่อการบริหารจัดการโรงเรียน มี 5 องค์ประกอบ (2) ยุทธศาสตร์การพัฒนาสมรรถนะด้าน ICT ของผู้บริหารโรงเรียนในเขตพัฒนาพิเศษเฉพาะกิจจังหวัดชายแดนภาคใต้ ประกอบด้วย (2.1) จัดให้ผู้บริหารโรงเรียนมีสมรรถนะด้านการใช้ ICTขั้นพื้นฐาน (2.2) ส่งเสริมให้ผู้บริหารโรงเรียนมีสมรรถนะด้านการใช้ ICT เพื่อการบริหารจัดการโรงเรียน (2.3) สนับสนุนให้โรงเรียนมีโครงข8ายอินเทอร์เน็ตที่มีประสิทธิภาพและมีคอมพิวเตอร์อย่างเพียงพอ (2.4) จัดให้มีการวางแผนและการพัฒนาการใช์ ICT อย่างต่อเนื่อง และ 5) จัดให้มีการใช้ICT เพื่อความปลอดภัยในการปฏิบัติงานตามภารกิจ The purposes of this research were to (1) identify the competency factors for information and communication technology (ICT) of school administrators in Special Separate Development Zone in Southern Border Provinces (SDSBP) (2) offer strategy in developing competency on ICT of school administrators in SDSBP. The mixed methodology consisted of 2 stages. Stage one consisted of 3 steps: (1) documentary analysis (2) using in-depth interviews with 5 experts and (3) analysis competency factors by using exploratory factor analysis. The samples used were 800 persons. Stage two consisted of 4 steps: (1) drafting strategy in developing competency on ICT of school administrators in SDSBP (2) checking strategy draft by taking in-depth interviews with 5 experts and (3) confirming strategy by using focus group with 11 administrators in SDSBP. (4) improving and offering research report. The research findings were as follows: (1) The competency factors for ICT of school administrators in SDSBP was divided into 2 aspects including (1.1) the basic competency with 4 factors and (1.2) the competency for school administration with 5 factors. (2) The strategy in developing competency on ICT of school administrators in SDSBP includes: (2.1) providing school administrators with the competency to use basic ICT (2.2) encouraging school administrators to have the competency in using ICT for school administration (2.3) supporting schools to have efficiency internet network and enough computer and (2.4) providing planning and continuing development of using ICT 5) providing use of ICT for operation safety.
