ผลการวิจัยพบว่า
1. บุคคลภายนอกที่มาใช้บริการหอสมุดจอห์น เอฟ เคนเนดี้ เป็นเพหญิง มีอายุ 10 - 20ปี กำลังศึกษาในระดับมัธยมศึกษาตอนต้น รองลงมาอายุ 21-30 ปี สำเร็จการศึกษาระดับปริญญาตรีมีอาชีพรับราชการ/พนักงานรัฐวิสาหกิจ สิ่งจูงใจที่มาใช้ห้องสมุดเพราะมีทรัพยากรสารสนเทศที่ตรงกับ
ความต้องการ มีความถี่ในการเข้าใช้ไม่แน่นอน ใช้ห้องสมุด1-2ชั่วโมงวัน และมาใช้ห้องสมุดในวันหยุดราชการและนอกเวลาราชการ ผู้ใช้บริกาส่วนใหญ่มีวัตถุประสงค์เพื่อมาใช้ทรัพยากรสารสนเทศปัญหาในการใช้บริการห้องสมุดส่วนใหญ่ไม่ทราบว่าทรัพยากรสารสนเทศและบริการที่ต้องการอยู่ที่ไหนมีความพึงพอใจในการใช้บริการยืม-คืนทรัพยากรสารสนเทศ และมีความต้องการใช้บริการยืม-คืนทรัพยากรสารสนเทศในระดับมาก
2. บุคคลภายนอกเห็นด้วยด้านนโยบายการให้มีบริการแก่บุคคลภายนอกมาใช้บริการได้และพัฒนาห้องสมุดให้เป็นแหล่งบริการทรัพยากรสารสนเทศแก่ชุมชน ด้านขอบเขตการให้บริการพบว่าห้องสมุดควรให้บริการทรัพยากรสารสนเทศทุกประเภท ด้านรูปแบบวิธีการให้บริการพบว่าควรจัดเก็บทรัพยากรสารสนเทศอย่างเป็นระบบ บุคคลภายนอกเข้าถึงได้ง่าย ด้านระเบียบการให้บริการพบว่าควรจัดให้มีระเบียบเพิ่มให้บุคคลภายนอกแสดงความคิดเห็นด้านการให้บริการทุกหน่วยของห้องสมุด
The purpose of this research was to study the state, problem, satisfaction, outside users'
service needs and users' opinions concerning policy, scope, model and rule for outside users
services. The sample of this study was 275 outside users . The research instrument for this study
was a five-rating scale checklist questionnaire. The reliability was 0.966. The data were then
analyzed by using frequency, percentage, mean, and standard deviation.
The findings were as follows:
1. The majority of the outside users of JFK library services were female, lower secondary
school students, aged 10-20. Second, the outside users were aged 21-30, Bachelor's Degree
graduates and their occupations were government officers and state enterprise officers. The main
reason for their use of the JFK library services was the availability of information resources that
satisfied their needs. It was not exact frequency for their use of library services. They used the
library services for 1-2 hours/day, on holidays and after office hours. Most users aimed to use
the information resources. Most problems for their use of the library services regarding the
unknown location of the information resources and services they needed. There was a high level
of their satisfaction and needs of the library's loan services.
2. Outside users agreed with the library's policy, especially for outside users' service
and the serving of the library as a community information resources service center. The scope of
services was suggested that the library's provision of all kinds of information resources. The
service model was found that the information resources were kept in order that the outside users
could be easily access. As well as the service rule for outside users, there was an additional rule
therefore they can express their opinions in all library services.
