	บทคัดย่อ/Abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาท รูปแบบและกระบวนการจัดสวัสดิการสังคม สำหรับเด็กด้อยโอกาสในจังหวัดปัตตานี โดยหน่วยงานภาครัฐในจังหวัดปัตตานี เน้นการศึกษากระบวนการสังคมสงเคราะห์ ในรูปของการสังคมสงเคราะห์ เฉพาะราย ซึ่งดำเนินการโดยสำนักงานประชาสงเคราะห์จังหวัดปัตตานี และสถานสงเคราะห์เด็กจังหวัดปัตตานี ด้วยการวิจัยเชิงคุณภาพ โดยอาศัยข้อมูลทั้งเชิงปฐมภูมิ และเชิงทุติยภูมิ ข้อมูลส่วนแรกเป็นงานวิจัยภาคสนาม โดยการสังเกตแบบมีส่วนร่วม และสัมภาษณ์แบบเจาะจง ข้อมูลส่วนหลังเป็นเอกสารและงานวิจัยที่เกี่ยวข้อง ส่วนกลุ่มตัวอย่างมีสองลักษณะแรกๆ ได้แก่ เด็กที่รับการอุปการะในสถานสงเคราะห์เด็กจังหวัดปัตตานี ซึ่งเป็นเด็กอายุ 6-18 ปี ซึ่งมีฐานะยากจน เด็กที่ถูกทอดทิ้ง เด็กกำพร้า เด็กปฐมวัย รวมถึงเด็กที่ประพฤติตนไม่เหมาะสมแก่วัย ลักษณะที่สองของกลุ่มตัวอย่างเป็นบุคลากรของทั้งสองหน่วยงาน ผลการศึกษาพบว่า กระบวนการสังคมสงเคราะห์กับการจัดสวัสดิการสังคมสำหรับเด็กด้อยโอกาสในจังหวัดปัตตานีมีหน่วยงานของรัฐรับผิดชอบสองหน่วยงาน คือสำนักงานประชาสงเคราะห์ และสถานสงเคราะห์เด็กจังหวัดปัตตานี เป็นบริการที่มุ่งพัฒนา ทั้งด้านร่างกาย จิจใต สติปัญญา อารมณ์และสังคม กระบวนการที่ดำเนินงานโดยหน่วยงานของรัฐหน่วยแรก คือ 1) การสงเคราะห์เด็กในครอบครัว 2) การจัดหาครอบครัวทดแทน 3) การรับเด็กเข้ารับการอุปการะในสถานสงเคราะห์ 4) การคุ้มครองสวัสดิภาพเด็ก 5) การส่งเสริมพัฒนาการเด็ก 5) การส่งเสริมพัฒนาการเด็ก 6) การประสานงานกับหน่วยงานอื่น 7) การบริการเสริมและพัฒนาเด็กที่บิดา มารดา หรือผู้ปกครองที่มีรายได้น้อยหรือประสบปัญหาอื่นๆ สำหรับกระบวนการที่ดำเนินการโดยหน่วยงานหลัง ประกอบด้วย 1) การบริการเลี้ยงดู 2) บริการด้านการรักษาพยาบาล 3) บริการด้านการศึกษาสายสามัญ 4) การฝึกอาชีพ 5) บริการด้านสังคมสงเคราะห์ 6) บริการด้านการฝึกกีฬาและนันทนาการ 7) บริการด้านการฝึกวินัยและอบรมศีลธรรมและจริยธรรม และ 8) บริการด้านการติดตามผลการให้การสงเคราะห์ นอกจากกระบวนการดังกล่าวยังมีกฎหมายและแนวทางการจัดสวัสดิการสังคมสำหรับเด็กด้อยโอกาส เพื่อการดำเนินงานของกรมประชาสงเคราะห์ เช่น อนุสัญญาว่าด้วยสิทธิเด็ก รวมทั้งปฏิญญาโคเปนเฮเกน เป็นต้น ผลของการดำเนินงานทั้งสองหน่วยงานของรัฐดังกล่าว ประสบผลสำเร็จและมีประสิทธิภาพยิ่งขึ้น กล่าวคือ มีเด็กที่พ้นการอุปการะของหน่วยงาน สามารถพึ่งตนเองได้ 12 คน บางคนสามารถเรียนจบระดับปริญญาตรี บางคนกำลังเรียนระดับปริญญาโท ประกอบอาชีพเยี่ยงพลเมืองโดยทั่วไป ในขณะเดียวกัน พบว่า ยังมีเด็กที่กำลังรับอุปการะในปัจจุบันอีกที่กำลังเรียนในระดับต่างๆ ซึ่งมีทั้งกำลังเรียนในระดับประถมศึกษา มัธยมศึกษาและอุดมศึกษา นอกจากนั้นยังพบว่า บุคลากรที่รับผิดชอบงานด้านนี้ ของทั้งสองหน่วยงานยังไม่เพียงพอกับภาระงานที่เพิ่มขึ้น และงบประมาณก็ไม่สมดุลกับความรับผิดชอบที่มีแนวโน้มเพิ่มขึ้นอย่างต่อเนื่อง The purpose of this research was to study role, pattern and process of the provision of social welfare services for the underpriviledged children in Changwat Pattani run by government offices of Pattani Provincial Public Welfare and Pattani Home for Children. The study was qualitative in it nature with emphasis on social work process as well as a case work. The data was collected in favour of the primary and the secondary one whereby the latter consisted of the governmental documents and research reports while the former was done by means of fieldwork with stress on the indepth interview. The sampling subjects taken for the present study were those children from 6 -18 years of ages who were poor, helpless, abandoned, orphan in early ages and deviant the one hand and the personnel who were attached to the aforesaid offices The findings were as follows. The social work process and the provision of social welfare services for the underpriviledged children in Changwat Pattani were carried out by Pattani Provincial Public Welfare Office as well as Pattani Home for Children. These services were focus on physical, spiritual, intellectual and social development. The process and activities done by the former were : 1) social services for children in families 2) provision of host family 3) residential care for children 4) child welfare protection 5) promotion for children development 6) coordination with other government and non - government agencies and 7) development of the children whose parents or guardians were those of low income family or other critical problems. At the same time, the process and activities by the latter consisted of : 1) food provision services 2) medical care services 3) general education services 4) vocational (5) training services 5) social work services 6) discipline and morality training services 7) sport and entertainment services and 8) a follow - up of social work programs. Added to the above ? mentioned two were other means in the forms of laws and welfare policies established and adapted for the Department of Public Welfare to work for the underpriviledged children such Convention on the Right of the Child and Copenhegen Declaration. More interesting to these point is that the social work process and provision of social welfare for the underpriviledged children run by the public offices as aforesaid were found more successful and effective, that is, the post ? welfare services children were found self ? reliances. They were 12 in number. Some were B.A. degree holder, some were master degree ones. They are found living a peaceful life. At present the children under care of the two public offices are in progress, that is, some are found attending primary schools; some, secondary school; some, vocational school; few enroll themselves for college education.That apart, the personnel of the two public offices were found in shortage and therefore unable to cope up with the overload of the social welfare demands which are on the increase day in day out. In the same situation the budget and the neccsesities were imbalanced with the daily workloads.
