กลุ่มประชากรตัวอย่าง คือองค์การบริหารส่วนตำบลและสถานีอนามัย ตำบลบานา อำเภอเมือง จังหวัดปัตตานี ด้วยวิธีการสังเกตและการสัมภาษณ์
ผลการวิจัย พบว่า ตัวแปรที่ส่งผลต่อการประสานสารนิเทศ ได้แก่
1. รูปแบบการดำเนินงานขององค์การบริหารส่วนตำบลบานาที่เน้นการพัฒนาโครงสร้างพื้นฐานเป็นหลัก จึงไม่มีการใช้สารนิเทศอันเป็นตัวชี้วัดสภาพปัญหาคุณภาพชีวิตของชุมชน
2. คณะกรรมการบริหารองค์การบริหารส่วนตำบลบานา ไม่เข้าใจบทบาทและหน้าที่ตามพระราชบัญญัติสภาตำบลและองค์การบริหารส่วนตำบล พ.ศ.2537 ส่วนใหญ่มีแนวคิดว่าการพัฒนาคุณภาพชีวิตของประชาชนเป็นงานของสถานีอนามัยตำบล ความไม่เข้าใจในบทบาทและหน้าที่ดังกล่าว ทำให้การพัฒนาตำบลขององค์การบริหารส่วนตำบลบานามุ่งเน้นเพียงเรื่องการพัฒนาโครงสร้างพื้นฐานและไม่สนใจการใช้สารนิเทศเพื่อการพัฒนาคุณภาพชีวิต
3. องค์การบริหารส่วนตำบลบานาไม่มีนโยบายด้านงานสารนิเทศเพื่อการพัฒนาคุณภาพชีวิตของประชาชนในชุมชน
ส่วนตัวแปรที่ไม่ส่งผลต่อการประสานสารนิเทศ ได้แก่ เนื้อหาสารนิเทศที่จัดเก็บ ระบบการจัดเก็บสารนิเทศ และความรู้พื้นฐานในการจัดการสารนิเทศ ไม่ส่งผลต่อการประสานสารนิเทศเพราะองค์การบริหารส่วนตำบลบานาไม่มีระบบสารนิเทศภายในองค์การ
การประเมินผลรูปแบบการประสานสารนิเทศ พบว่า คณะกรรมการบริหารองค์การบริหารส่วนตำบลบานาไม่ได้ใช้รูปแบบดังกล่าวในการปรับปรุงและแก้ไขโครงการ งานและกิจกรรมขององค์กรแต่อย่างใด โดยประธานกรรมการฯให้เหตุผลของการไม่ใช้ไว้ดังนี้ (1) ผู้ปฎิบัติงานไม่มีความรู้ความเข้าใจสารนิเทศเพื่อการพัฒนาชนบท (2) ผู้ปฎิบัติงานไม่เคยใช้สารนิเทศในการปฎิบัติงานมาก่อนเลยทำให้ขาดประสบการณ์ในเรื่องดังกล่าว (3) สารนิเทศฯมีความเป็นวิชาการมากเกินไปสำหรับคณะกรรมการฯ ผู้มีการศึกษาระดับภาคบังคับ แต่อย่างไรก็ตามในช่วงการปฎิบัติการวิจัย พบว่า องค์การบริหารส่วนตำบลบานาสามารถให้บริการสารนิเทศจากรูปแบบดังกล่าวแก่บุคคลภายนอกที่มาร้องขอสารนิเทศได้เป็นอย่างดี โดยเฉพาะสารนิเทศที่เกี่ยวกับจำนวนครัวเรือน จำนวนประชากร และสภาพเศรษฐกิจของชุมชน
This action research intended to propose a pattern of information coordination between a Subdistrict Administration Organization and a Health Center to develop the quality of life of rural people. An observation and an interview were used to collect data from the Subdistrict Administration Organization and the Health Center at Tambon Bana, Amphoe Muang, Changwat Pattani for an action research. The findings were as follows: The following variables affected information coordination:
1. The administrative pattern of Bana Subdistrict Administration Organization
that mainly stressed the infrastructure development reduced the need to use information which is an indicator of community life quality problems.
2. Considering the role of the Subdistrict Administration Organization Committee as indicated in the Subdistrict Council and Subdistrict Administration Organization Act, 1994, it was found that the Committee was unaware of their legal role. They assumed that Bana Health Center was solely responsible for the development of people?s quality of life. This misunderstanding limited their performance to the infrastructure development, and there was no need to use information to develop people?s quality of life.
3. Bana Subdistrict Administration Organization did not indicate any information policy as a data and information collection guideline to enhance people?s quality of life. As a result, there was no organizational information system. Some variables like the information content, information management system, and basic concept of information organization did not affect information coordination because of the lack of an information system at Bana Subdistrict Administration Organization.
In the evaluation of the information coordination, it was found that the Committee of Bana Subdistrict Administration Organization did not use information to improve their programs, tasks or activities. The Chairman of the Committee explained that (1) the program operators had limited knowledge background about information, (2) they were inexperienced because they had never used information for their job performance, (3) the information was highly technical for the Committee whose educational level was only at the compulsory level to understand. Nevertheless, during the time of the research, Bana Subdistrict Administration Organization was able to provide some information services to clients, especially that about the number of household and population and community economy.
