บทคัดย่อ/Abstract |
<dd>การวิจัยนี้มีวัตถุประสงค์เพื่อ <br />
1.ศึกษาการปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส ทั้ง 6 ด้านตามภาระหน้าที่ที่กำหนดไว้ในระเบียบกระทรวงศึกษาธิการว่าด้วยคณะกรรมการโรงเรียนประถมศึกษา พ.ศ.2539 <br />
2.เปรียบเทียบการปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส ที่มีความแตกต่างตามตัวแปร จำแนกตามสถานภาพของคณะกรรมการโรงเรียนและขนาดโรงเรียน <br />
3.รวบรวมปัญหาและข้อเสนอแนะการปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส <br />
<dd>กลุ่มตัวอย่าง คือ ผู้บริหารและข้าราชการครู ผู้ปกครองนักเรียนและศิษย์เก่าโรงเรียน และผู้ทรงคุณวุฒิจากประชาชนและผู้นำทางศาสนา จำนวน 978 คน เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าเอฟ และการทดสอบพหุคูณของเชฟเฟ่ <br />
<dd>ผลการวิจัยมีดังนี้ <br />
1.การปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาสโดยรวมและรายด้านอยู่ในระดับปานกลาง <br />
2.การปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาสโดยรวมและรายด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.01 <br />
3.การปฏิบีติของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส ที่ปฏิบัติงานในโรงเรียนขนาดเล็ก ขนาดกลาง และขนาดใหญ่ โดยรวมและรายด้านไม่แตกต่างกัน <br />
4.ปัญหาในการปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส ได้แก่ ไม่มีความรู้ความแข้าใจเรื่องนโยบายและแผน ไม่มีเวลาว่าง ไม่กล้าแสดงความคิดเห็น ขาดงบประมาณ ขาดการติดตามผลอย่างต่อเนื่อง ขาดการประสานงานที่ดี <br />
5.ข้อเสนอแนะในการปฏิบัติงานของคณะกรรมการโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดนราธิวาส คือ ควรจัดอบรมสัมมนาหรือประชุมพร้อมแจกเอกสารความรู้แก่คณะกรรมการโรงเรียน ควรสร้างจิตสำนึกให้คณะกรรมการโรงเรียนเห็นความสำคัญของการจัดการศึกษา
This research was intended (1) to study the job performance of the primary school committee under the office of Narathiwat Provincial Primary Education, concerning 6 aspects indicated in the Ministry of Education's Regulations about Primary School Committee, 1996; (2) to compare the job performance of the school committee according to their status and school size; (3) to gather problems and suggestions for their job performance. The 978 subjects were the administrators and teachers, parents and alumni, as well as the school committee members appointed from local and religious leaders. this samples size was calculated by the Yamane' formula. the research instrument was a questionnaire consisting of 3 parts: part 1 is an inventory of the respondents' information, part 2 was a rating-scale about the job performance level of the school committee, and part 3 was an open-ended questionnaire about the problems of the committee in performing their jobs and the suggestions. The data was analyzed based on persentages, arithmetic means, standard deviations, the F-test, and the Scheffe's method of multiple comparisons.<br />
The findings were as follows:<br />
1. The job performance of the school commitee under the Office of Narathiwat Provincial Primary Education was moderate either overall or in each aspect.<br />
2. there was a significant difference at .01 in the job performance of the committee, either overall or in each aspect. The committee who used to be administrators and teachers performed better than those who were parents and alumni or the appointed committee from local people and religious leaders.<br />
3. There was no significant difference in the job performance of the committee from schools of different sizes; small, medium, or large, either overall or in each aspect.<br />
4. the major problems for the performance of the school committee were that they did not understand their role and duties, they lacked knowledge about the policy and plan, or they were occupied with their livelihoods. The committee members were not knowledge or skillful enough. Therefore, they did not pay much attention to schools' management. They could not express their opinions, argue or suggest anything when the schools were mismanaged. Besides, there was a lack of financial budgets and continuousfollow-up activities, as well as cooperation between schools and communities. The administrators tended to propose their associates for school committees regardless of knowledge or ability.<br />
5. The sugestions for the job performance of the school committee were that the responsible offices like the District/Provincial Primary Education Offices should provide training or seminars and documents for the school committee to enrich their knowledge and experiences for their job performance. There should be an encouragement for the committeew to understand the importance of participation in education and them to express their opinions or make decisions. There should always be the coordination between schools and the committee to monitor contunuous followup activities. The appoitment of the school committee should come from a democratic election. |
