บทคัดย่อ/Abstract |
????การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการปฏิบัติงานของศึกษาธิการอำเภอ เพื่อเปรียบเทียบระดับการปฏิบัติงานของศึกษาธิการอำเภอที่มีประสบการณ์ ขนาดของสำนักงานศึกษาธิการอำเภอและเขตการศึกษาที่ต่างกัน และเพื่อศึกษาปัญหาและข้อเสนอแนะ รวมทั้งแนวทางแก้ไขปัญหาการปฏิบัติงานในฐานะกระทรวงศึกษาธิการ และองค์กรกลางทางการศึกษา การศาสนา และการวัฒนธรรมของศึกษาธิการอำเภอในจังหวัดภาคใต้ <br />
????กลุ่มตัวอย่าง คือศึกษาธิการอำเภอในจังหวัดภาคใต้ จำนวน 141 คน เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน <br />
????ผลการวิจัย พบว่า <br />
1.ระดับการปฏิบัติงานของศึกษาธิการอำเภอ ในภาพรวมอยู่ในระดับปานกลาง <br />
2.ผลการปฏิบัติงานของศึกษาธิการอำเภอที่มีประสบการณ์ตั้งแต่ 10 ปีขึ้นไป มีค่าเฉลี่ยสูงกว่าศึกษาธิการอำเภอที่มีประสบการณ์ต่ำกว่า 10 ปี <br />
3.ผลการปฏิบัติงานของศึกษาธิการอำเภอที่ปฏิบัติงานอยู่ในสำนักงานขนาดใหญ่มีค่าเฉลี่ยสูงกว่าศึกษาธิการอำเภอที่ปฏิบัติงานอยู่ในสำนักงานศึกษาธิการอำเภอขนาดเล็ก <br />
4.ผลการปฏิบัติงานของศึกษาธิการอำเภอที่ปฏิบัติงานในเขตการศึกษา 2 มีค่าเฉลี่ยสูงกว่าศึกษาธิการอำเภอที่ปฏิบัติงานเขตการศึกษา 3 และ 4 แต่ศึกษาธิการอำเภอที่ปฏิบัติงานในเขตการศึกษา 3 และ 4 มีค่าเฉลี่ยเท่ากัน <br />
????สำหรับปัญหาการปฏิบัติงานของศึกษาธิการอำเภอที่สำคัญ คือ ขาดบุคลากร ขาดงบประมาณ ขาดวัสดุอุปกรณ์ และบทบาทอำนาจหน้าที่ไม่ชัดเจน ส่วนข้อเสนอแนะ คือจัดสรรบุคลากรให้เพียงพอ จัดสรรงบประมาณและวัสดุเพิ่ม และควรกำหนดบทบาทและอำนาจหน้าที่ของศึกษาธิการอำเภอให้ชัดเจน มีระเบียบกฎหมายรองรับ
The purposes of this research were threefold : (1) to investigate the job performance of the district superintendents; (2) to compare the levels of job performance of the district superintendents with a varying work experience, size of district education offices, and educational regions; and (3) to gather the problems of and suggestions for problem solutions in job performance of district superintendents on behalf of the Ministry of Education and as the central agent of education, religion and culture in southern provinces of Thailand. Under the survey the target population consisted of 141 district superintendents in southern provinces of Thailand. The instrument for the data collection was a questionnaire comprising three parts: part one was a checklist on the respondents background information; part two concisted of a 5-point, 57-item Likert scale questionnaire on eight aspects of the job performance, namely management information system (MIS),making of educational scheme, budgeting, education quality controlling, job evaluating and following-up, job operation support, coordinating and special affairs operations; and part three was open-ended questionnaire on problems of and suggestions for the problem solution of district superintendents job performance. In the data analysis, the statistical procedures were employed using percentage, arithmetic mean, and standard deviation. The results indicated that : 1. The overall job performance of district superintendents in southern provinces of Thailand was at a moderate level. 2. Job performance of the district superintendents with ten years and over of work experience was higher than that of those with less than ten years of work experience. 3. Job performance of the district superintendents working in the district education office of a big size was higher than that of those working in the district education office of a small size. 4. Job performance of the district superintendents working in Educational Region II was higher than that of working in Educational Regions III and IV, whereas an equal level of job performance was found among those working in Educational Regions III and IV. |
