บทคัดย่อ/Abstract |
????การวิจัยมีวัตถุประสงค์เพื่อ <br />
1) ศึกษาและรวบรวมความคิดเห็นของกลุ่มผู้เชี่ยวชาญเกี่ยวกับแบบจำลองศูนย์สื่อสาธารณสุข สังกัดกระมรวงสาธารณสุข ในจังหวัดชานแดนภาคใต้ ในด้านนโยบายและการบริหาร และด้านการใช้บริการ <br />
2) เพื่อพัฒนาแบบจำลองศูนย์สื่อสาธารณสุข สังกัดกระทรวงสาธารณสุขที่เหมาะสมสำหรับจังหวัดชายแดนใต้<br />
????กลุ่มตัวอย่างคือผู้เชี่ยวชาญที่มีหน้าที่ด้านการบริหารจัดการสาธารณสุข ด้านเทคโนโลยีและสื่อสารการศึกษา ด้านศาสนาหรือผู้นำศาสนาอิสลาม และเป็นผู้ที่มีความเข้าใจในขนบธรรมเนียม ประเพณี วัฒนธรรม และวิถีชีวิตของประชาชนในจังหวัดชายแดนภาคใต้เป็นอย่างดี โดยสุ่มตัวอย่างแบบเจาะจง ใช้แบบสอบถามตามกระบวนการวิจัยอนาคตแบบเดลฟาย สถิติ ค่ามัธยบาน ค่าพิสัยระหว่างควอไทล์ ค่าฐานนิยม และค่าผลต่างระหว่างมัธยฐานกับฐานนิยม<br />
????ผลการวิจัยสรุปได้ดังนี้<br />
1. นโยบายของศูนย์สื่อสาธารณสุขในจังหวัดชายแดนใต้ ควรส่งเสริมสนับสนุนการพัฒนาการผลิตสื่อที่มีคุณภาพตามหลักวิชาการ สอดคล้องกับสภาพปัญหา วิถีชีวิต ศาสนา และวัฒนธรรมของกลุ่มเป้าหมาย<br />
2. วัตถุประสงค์ในการดำเนินงานของศูนย์ฯ ควรดำเนินงานเพื่อพัฒนาส่งเสริมการผลิตและพัฒนาเทคโนโลยีสื่อสาธารณสุข พัฒนาบุคลากร สนับสนุนวิชาการ และทรัพยากรในการวิจัย เป็นศูนย์กลางและศูนย์ประสานงานเผยแพร่ข้อมูลข่าวสาร<br />
3. บทบาทหน้าที่ของศูนย์ฯ การผลิต จัดหา และพัมนาสื่อ วิเคราะห์สภาพปัญหา และความต้องการของผู้ใช้<br />
4. การจัดองค์กรของศูนยฯ ควรแบ่งเป็น 7 ฝ่าย ฝ่ายบริหาร ฝ่ายวิชาการและวางแผน ฝ่ายวิจัยและพัมนา ฝ่ายผลิตและจัดหา ฝ่ายบริการ ฝ่ายฝึกอบรมและเผยแพร่ ฝ่ายเทคโนโลยีสารสนเทศ โดยมีที่ปรึกษาในรูปแบบคณะกรรมการที่ปรึกษา<br />
5. บุคลากรของศูนย์ฯ ประกอบด้วย ผู้อำนวยการ หัวหน้าฝ่ายตามโครงสร้าง และเจ้าหน้าที่ฝ่ายต่างๆ<br />
6. งบประมาณของศูนย์ฯ งบประมาณแผ่นดิน และเงินสนับสนุนจากองค์กรระหว่างประเทศ บริษัท องค์กรเอกชน และศูนย์อำนวยการบริหารจังหวัดชายแดนใต้<br />
7. อาคารสถานที่ตั้ง ณ ศูนย์ฝึกอบรมและพัฒนาสาธารณสุขมูลฐานภาคใต้ตอนล่าง จังหวัดยะลา<br />
8. วัสดุ อุปกรณ์ที่ศูนย์ฯ ควรมี ได้แก่ 1) สื่อวัสดุ 2) สื่ออุปกรณ์ 3) สื่อประเภทวิธีการ และ4) สื่อบริการเคลื่อนที่<br />
9. เทคโนโลยีสารสนเทศที่ศูนย์ฯ ควรมี ได้แก่วิทยุกระจายเสียง ระบบโทรศัพท์อัตโนมัติ โทรสาร CD-ROM บทเรียนคอมพิวเตอร์ช่วยสอน ระบบฐานข้อมู,เพื่อการบริการ ฯลฯ<br />
10. ประเมินผลการดำเนินงานของศูนย์ปีละ2 ครั้ง<br />
11. การบริการของศูนย์ฯ ควรจัดบริการด้านวิชาการ การฝึกอบรม การพัฒนาสื่อต้นแบบ ฯลฯ
This research is intended (1) to investigate and gather the opinions of the experts about a model of health media center in southern border provinces of the Ministry of Public Health, regarding policy and administration, and service, and (2) to develop an propropriate model of health media center of the Ministry of Pubic Health for southern border provinces.<br />
The subjects selected by the purposive sampling technique are 26 experts whose expertise is in health administration, educational technology and communications, and religion. They are knowledge able about local customs, traditions, cultures and ways of life of the people in southern border provinces. The instrument for data collection is a questionnaire constructed by using the Delphi Technique. This questionnaire comprises three rounds: The fist round consists of 12 open-ended questions, and the second and third rounds consist of 409 items in a five-level rating-scale. the analysis of the data in the fist round is a content analysis, while those of the second and third rounds are based on the median, mode, quartile range, and difference between a median and a mode. The experts' similar opnions are used to contruct a model of a heakth media center as follows:<br />
1. The policy of a health media center in southern border provinces should support the development and production of quality media that are in line with the problems, ways of life, religion and culture of the target groups. The center should be a source of health administration and service.<br />
2. The objectives of the center's operation are that the center should promote the production and development of health media; facilitate personnel development; support academic and research resources; and integrate of coordinate heaith information, education and media and technology services.<br />
3. The role of the center dhould be producing, acquiring, and developing media; investigating the state, problems and need of clients; managing media information; developing personnel; giving health and media educatin; evaluating media; as well as providing media lists and service manuals for the clients.<br />
4. The organizational structurs of the center should consist of 7 divisions: administrative, acdemic and planning, research and development and acquisition, service, training and communication, and information technology divisions. A consultative committee should be set up to give advice.<br />
5. The personnel of the center should include a director, heads and personnel of devisions in the organizational structure. The number of personnel depends on the amount and nature of the center's tasks.<br />
6. The financiall sources of the center should be the Goverment budget of the Health Education Division, Ministry of Public Health, and the funds from international organizations, companies, domestic private organizations, and the Southern Border Provinces Administation Center (SBPAC).<br />
7. The location of the center should be at the Center of Fundamental Public Health Training and Development in the Lower Southern Region, Yala Province.<br />
8. The media center should have 1) health materials or software, 2) equipment or hardware, 3) methods or techniques, and 4) mobile units.<br />
9. The information technology required for the center's operater-assisted-instruction, computer multimedia, local area network (LAN), network among health offices in southern border provinces, Internet, data-base for service, management information system (MIS), and electronic library.<br />
10. The center's administrative committee should evaluate its operation twice a year. <br />
11. The service of the center should includ acdemic service; training; health media data-base management; research; as well as prototype developing, duplicating and service. |
