บทคัดย่อ/Abstract |
โครงการพัฒนาความมั่นคงทางเศรษฐกิจของสตรีและเยาวชนสตรีในห้าจังหวัดชายแดนภาคใต้เป็นโครงการจัดตั้งขึ้นโดยความร่วมมือระหว่างสำนักการศึกษาและต่อเนื่อง มหาวิทยาลัยสงขลานครินทร์ และองค์การทุนเพื่อเด็กแห่งสหประชาชาติ (UNICEF) โดยมีวัตถุประสงค์เพื่อจัดตั้งกลุ่มสหกรณ์ออมทรัพย์ตามแนวทางอัล-อิสลาม สำหรับสตรีมุสลิมในห้าจังหวัดภาคใต้ เพื่อเป็นรูปแบบการพัฒนาเศรษฐกิจแบบยั่งยืนต่อไป โครงการนี้ได้ดำเนินการระหว่างปีงบประมาณ 2532-2534 มีประชาชนเข้ารับการอบรมทั้งสิ้นประมาณ 600 คน และขยายผลให้ประชาชนในชุมชนเข้าร่วมในโครงการทั้งหมดประมาณ 2,500 คน สำหรับการประเมินในช่วงสุดท้ายของโครงการ (พ.ศ.2535) ได้ข้อค้นพบว่า ผู้เข้าร่วมอบรมได้รับความรู้ความเข้าใจในเนื้อหาของผลสัมฤทธิ์ในหัวข้อที่ทำการอบรมอยู่ในเกณฑ์ที่น่าพอใจ หัวข้อที่อบรมคือ การพัฒนาสังคมและการศึกษาตามแนวทางอัล-อิสลาม การสกหรณ์ตามแนวทางอัล-อิสลาม และกระบวนการกลุ่มและกลุ่มสัมพันธ์ เมื่อเสร็จสิ้นการอบรม ผู้เข้ารับการอบรมได้ดำเนินการจัดตั้งกลุ่มสหกรณ์ได้สำเร็จใน 19 หมู่บ้านจากกลุ่มเป้าหมาย 23 หมู่บ้านในพื้นที่ 20 ตำบล สำหรับปัญหาที่พบมากที่สุด ได้แก่ ผู้บริหารกลุ่มสหกรณ์ยังขากความรู้และประสบการณ์ในการดำเนินงานทางธุรกิจ ทำให้มีปัญหาในการดำเนินการของกลุ่ม ซึ่งสำนักส่งเสริมการศึกษาและต่อเนื่องก็ได้พยายามแก้ไขโดยการส่ง<br />
เจ้าหน้าที่ไปเยี่ยมเยียนและให้คำปรึกษาเป็นระยะ เป็นที่น่าสังเกตว่ากลุ่มสหกรณ์ในพื้นที่ ซึ่งประชาชนมีฐานะทางเศรษฐกิจค่อนข้างต่ำ จะประสบความสำเร็จในการดำเนินงานมากกว่ากลุ่มสหกรณ์ในพื้นที่ซึ่งประชาชนมีฐานะทางเศรษฐกิจค่อนข้างสูง ทั้งนี้อาจเกิดจากประชาชนในพื้นที่ตระหนักถึงความสำคัญของกลุ่มสหกรณ์ ซึ่งส่งผลกระทบต่อฐานะทางเศรษฐกิจของสมาชิกได้อย่างชัดเจนกว่าประชาชนในพื้นที่ซึ่งมีฐานะทางเศรษฐกิจดีอยู่ก่อนแล้วนั่นเอง
The project of Household Economic Security development for Disadvantaged Women and Adolescent Girls In Five Southern Border Provinces of Thailand was the joit project between the Office of Extension and countinuing Education, Prince of Sonkhla University and UNICEF. The projact goal was to establish local co-operative groups on the concept of Al-Islam for Thai Muslim women in five southern border provinces, to serve as a model for the future in sustaining economic development. The project operated between 1989-1991 and there were approximately 600 participants involved in the project training program. Around 2,500 people were expected to participate at the final stage. Based on the results of the project evaluation in 1992, it was found that most training program perticipants acquired sufficient knowledge on the topics trained and comprehended all the three topic contents : social and education development based on the concept of Al-Islam, co-operative operations based on the concept of Al-Islam, group process and group relationships. This finding proves to be at a satisfactory level. After the training program was completed., participants could establish co-operative groups in 19 villages out of 23 indicated that the most serious problem of co-operative busines was that co-operative committee lack praticical knowledge and experience in conducting business for the group benefit which later would lead to a problem in administering the co-operative group. However, the Office of Extension and Continuring Education tried to assist by providing consutants to help solve the problems and give advice periodically. It was noticed that, by average, the co-operative groups in low-econimic status areas succeeded in doing business more than those in high-economic status areas. The reason may be because people in low-economic ares realized the significance of co-operative success which would give them greater economic status than those in high-economic areas.<br />

Based on the results of project evaluation in 1992, it was found that most of training program participants could comprechend all three topic contents : social and education development based on Al-islam regulation, co-operative operation based on Al-islam regulations and group process at the satisfactory level. After the training program was completed, participants could establish 19 co-operative groups in 23 villages. Project evaluation also indicated that the most serious problem of co-operative business. It was noticed taht, by average, the co-operative groups in low-economic status area successed in doing business more that those in tigh-ecnomic status area. The reason may be that people in low-economic areas realized the impact, of co-operative success on their economic status more than those in high-economic areas. |
