บทคัดย่อ/Abstract |
????การวิจัยครั้งนี้มีวัตถุประสงค์ คือ <br />
1.เพื่อศึกษาสภาพความพร้อมของทรัพยากรทั้ง 3 ด้าน คือด้านบุคลากร ด้านงบประมาณ และด้านวัสดุและอาคารสถานที่ <br />
2.เพื่อศึกษาปัญหากระบวนการจัดระบบสารสนเทศในด้านต่างๆ 4 ด้าน คือ ด้านการเก็บรวบรวมข้อมูล ด้านการประมวลผลข้อมูล ด้านการเก็บรักษาข้อมูลและสารสนเทศ และด้านการนำเสนอข้อมูลและสารสนเทศ <br />
3.เพื่อศึกษาการนำข้อมูลและสารสนเทศไปใช้เพื่อการบริหารในด้านต่างๆ คือ ด้านการตัดสินใจ ด้านการวางแผน ด้านการประสานงาน และด้านการประเมินผล <br />
4.ศึกษาปัญหาการนำข้อมูลและสารสนเทศไปใช้เพื่อการบริหารของสำนักงานศึกษาธิการจังหวัดและอำเภอ ในเขตการศึกษา 2 ในด้านต่างๆ 4 ด้าน คือ ด้านการตัดสินใจ ด้านการวางแผน ด้านการประสานงาน และด้านการประเมินผล <br />
????ประชากรกลุ่มตัวอย่าง คือ ผู้บริหาร จำนวน 92 คน เครื่องมือที่ใช้ คือ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน <br />
????ผลการวิจัยสรุปได้ดังนี้ <br />
1.สภาพความพร้อมการจัดระบบสารสนเทศของสำนักงานศึกษาธิการจังหวัดและอำเภอ เขตการศึกษา 2 ตามความคิดเห็นของผู้บริหารและผู้รับผิดชอบข้อมูลและสารสนเทศ พบว่าสภาพความพร้อมด้านบุคลากร ด้านงบประมาณ ด้านวัสดุอุปกรณ์และอาคารสถานที่ มีความพร้อมค่อนข้างน้อย บุคลากรไม่เพียงพอ ขาดงบประมาณในการดำเนินการ วัสดุอุปกรณ์ไม่มีคุณภาพ <br />
2.ปัญหากระบวนการจัดระบบสารสนเทศเพื่อการบริหาร ตามความคิดเห็นของผู้รับผิดชอบงานข้อมูลและสารสนเทศทั้ง 4 ด้าน คือ การเก็บรวบรวมข้อมูล การประมวลผลข้อมูล การเก็บรักษาข้อมูลและสารสนเทศ และการนำเสนอข้อมูลและสารสนเทศ พบว่ามีปัญหาในระดับปานกลาง <br />
3.การนำข้อมูลและสารสนเทศไปใช้เพื่อการบริหาร ตามความคิดเห็นของผู้บริหาร ทั้ง 4 ด้าน คือ การตัดสินใจ การวางแผน การประสานงาน และการประเมินผล พบว่ามีการนำข้อมูลและสารสนเทศไปใช้ในระดับมาก <br />
4.ปัญหาการนำข้อมูลและสารสนเทศไปใช้เพื่อการบริหาร ตามความคิดเห็นของผู้บริหารทั้ง 4 ด้าน คือ การตัดสินใจ การวางแผน การประสานงาน และการประเมินผล พบว่ามีปัญหาการนำข้อมูลและสารสนเทศไปใช้ในระดับปานกลาง
This research had three objectives : 1) to investigate the availability of resources relating to pesoonel, financial butget, and facilities, 2) to investigate the problems of information system management concerning data collection and processing, as well as data and information manaagement and presentation, 3) to investigate the utilization of data and information in four administrative aspects : decision-making, planing, coordination and evaluation, 4) to study the problem of data and information utilization for the administration of Provincial and District Superintendent offices in Educational Region II conserning four aspects mentioned. <br />
The population was 92 administrators consisting of Provincial Superintendents, Assistant Provincial Superintendents, District Superintendents, Assistant Provincial Superintendents. There were also 68 officers responsible for data and information : Heads of finance and accounting, planning and evaluation, educational promotion, religious and cultural promotion, health and special activities, and general adminitration, as well as academicians from 44 Provibcial and District Superintendent Officed in Educational Region II. The research intruments were 2 sets of questionnaire. The fisrst set was for the officers responsible for data and information. It was divided into 3 Parts : Part 1 was about the respondents' general informatiom, Part 2 about the availability of resources and Part 3 about the problems of information system management. The second set of questionnaire was for the administrators. It consisted of three part : Part 1 was about the respondents' general information, Part 2 about the availibility of resources and Part 3 about utilization of data and for the administration of Provincial and District Superintendent offices and related problems. The analysis of data was based on percentages, arithmetic means and standard deviations. <br />
The findings were as follows :<br />
1. According to the administrators and the officers responsible for data and information in the utilization for the administration of Provincial and District Superintendent offices in Educational Region II, the availability of personnel, financial budget and facilities were rather limited. There was a lack of personnel, budget and quality facilities.<br />
2. As perceived by the officers responsible for data information, the problems of information system management for administration concerning data collection and processing, as well as data and information management and presentation was moderate.<br />
3. The utilization of data and information for administration in four administrative aspects : decision-making, planning, coordition and evaluation as percived by the administrators was high.<br />
4. As perceived by the administrators, utilization problems of data and information for administration in four administrative aspects : decision-making, planning, coordition and evaluation was moderate. |
