บทคัดย่อ/Abstract |
????การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการปฏิบัติงานตามกระบวนการวางแผนของผู้เกี่ยวข้องกับการวางแผนทางการศึกษา สำนักงานการประถมศึกษาอำเภอ ในเขตการศึกษา 2 ในกระบวนการวางแผน 5 ขั้น คือ การกำหนดเป้าประสงค์ การค้นหาโอกาสและพิจารณาถึงอุปสรรคปัญหา การแปลโอกาสให้เป็นแนวทางในการปฏิบัติ การเลือกแนวทางที่ดีที่สุดและกำหนดวัตถุประสงค์ และการตรวจสอบและการทบทวน <br />
????กลุ่มตัวอย่างที่ใช้ได้แก่ หัวหน้าการประถมศึกษาอำเภอ หัวหน้าหน่วยศึกษานิเทศก์ หัวหน้างานการเจ้าหน้าที่ หัวหน้างานการเงินและพัสดุ และหัวหน้างานบริหารทั่วไป ในสำนักงานการประถมศึกษาอำเภอ ในเขตการศึกษา 2 จำนวน 185 คน เครื่องมือที่ใช้เป็นแบบสอบถาม การวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน การทดสอบค่าเอฟ และการเปรียบเทียบพหุคูณของเชฟเฟ่ <br />
????ผลการวิจัยสรุปได้ดังนี้ <br />
1. ระดับการปฏิบัติงานตามกระบวนการวางแผนทางการศึกษาของสำนักงานการประถมศึกษาอำเภอ ในเขตการศึกษา 2 โดยภาพรวมอยู่ในระดับปานกลาง <br />
2. หัวหน้าการประถมศึกษาอำเภอ หัวหน้าหน่วยศึกษานิเทศก์อำเภอ หัวหน้างานการเจ้าหน้าที่ หัวหน้างานการเงินและพัสดุ หัวหน้างานบริหารทั่วไป ปฏิบัติงานตามกระบวนการวางแผนในขั้นกำหนดเป้าประสงค์ ขั้นค้นหาโอกาสและพิจารณาถึงอุปสรรคปัญหา ขั้นแปลโอกาสให้เป็นแนวทางในการปฏิบัติ ขั้นเลือกแนวทางที่ดีที่สุดและกำหนดวัตถุประสงค์ ขั้นตรวจสอบและทบทวน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ทั้ง 5 ขั้น <br />
3. หัวหน้าการประถมศึกษาอำเภอ หัวหน้าหน่วยศึกษานิเทศก์อำเภอ หัวหน้างานการเจ้าหน้าที่ หัวหน้างานการเงินและพัสดุ หัวหน้างานบริหารทั่วไป ของสำนักงานการประถมศึกษาอำเภอ ในจังหวัดปัตตานี ยะลา นราธิวาสและสตูล ปฏิบัติงานตามกระบวนการวางแผน ทั้ง 5 ขั้นไม่แตกต่างกัน <br />
????สำหรับปัญหาการปฏิบัติงานตามกระบวนการวางแผนทางการศึกษา สำนักงานการประถมศึกษาอำเภอ ที่สำคัญคือ สำนักงานการประถมศึกษาอำเภอ ขาดเอกสารที่เกี่ยวกับเป้าประสงค์ของหน่วยงานระดับสูง ขาดข้อมูลสารสนเทศและการจัดเก็บข้อมูลสารสนเทศยังไม่เป็นระบบ ซึ่งในการแก้ปัญหาดังกล่าวควรให้สำนักงานการประถมศึกษาจังหวัด จัดส่งเอกสารที่เกี่ยวข้องกับเป้าประสงค์ของหน่วยงานระดับต่างๆ ให้สำนักงานการประถมศึกษาอำเภอ และสำนักงานการประถมศึกษาอำเภอควรนำเทคโนโลยีมาใช้ในการพัฒนาระบบจัดเก็บข้อมูลและสารสนเทศ
This research was basically intended to investigate the performance levels of educational planning process of District primary Education Office in Educational Region II in terms of 5 stages of educational planning process : identifying goals, searching for opportunities and considering obstacles, translating opportunities into available courses of action, selecting best courses and setting objective, and rewiewing and revising.<br />
The samples of this study were 185 subjects comprising heads of district primary education officers, heads of district supervisory officers, district office staff heads, heads of district finance and equipment section, and leaders of general administration section under the Office of District Primary Education in Educational Region II. The instrument for data collection consisted of three parts : part one was a checklist on the respondents' background information ; part two was a rating scale questionnaire on the performance in all 5 stages of educational planning process of District Primary Education Offices in Educational Region II, and part three was an open-ended question concerning performance problems of education planning process of District Primary Education Offices as well as suggestions for improving the educational planning process. Data obtained were analyzed using percentage, arithmetic mean, standard deviation, F-test and Scheffe's method for ad hoc comparison.<br />
The results indicated that :<br />
1. The overall performance levels of educational planing process of District Primary Education Offices were at a moderate level.<br />
2. The heads of District Primary Education Officers, heads of district supervisory officers, district office staff heads, heads of district finance and equipment section, and heads of general administration performed all 5 stages of educational planning process (eg., identifying goals, searching for opportunities and considering obstacles, translating opportunities into available courses of action, selecting best courses and objectives, and reviewing and revising) differentiy at. 01 level.<br />
3. There was no significant difference in all 5 stages of educational planning process between the heads of District Primary Education Officers, heads of dictrict supervisory officers, district office staff heads, heads of district finance and equipment section, and heads of general administration of District Primary Education Office in Pattani, Yala, Narathiwat and Satun.<br />
Following were the educational planning process problems identified by the respondents : there was a lack of the relevant documents concerning goals of the higher office units, of information and unsystematic storage of information in the Office of District Primary Education with all necessary and relevant documents concerning goals and functions of various office units and the Office of District Primary Education should be in turn provided with a computer hardware for data storage and information management. |
