บทคัดย่อ/Abstract |
????มีวัตุถุประสงค์เพื่อสังเคราะห์รูปแบบการบริหารงานวิชาการในเขตพื้นที่การศึกษาสำหรับห้าจังหวัดชายแดนภาคใต้ <br /><br />
????โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ กลุ่มผู้ให้ข้อมูลทางการวิจัย ได้แก่ ผู้ทรงคุณวุฒิทางการศึกษา ผู้เกี่ยวข้อง จำนวน 140 คน ใช้วิธีการสัมภาษณ์แบบเจาะลึก <br /><br />
????ผลการวิจัยพบว่าการบริหารงานวิชาการในเขตพื้นที่การศึกษา ควรอยู่ภายใต้การกำกับดูแลของคณะกรรมการเขตพื้นที่การศึกษา ซึ่งมีหน้าที่หลักในการกำกับประสานงาน และติดตามประเมินผลให้สถานศึกษา สามารถดำเนินงานได้ตามนโยบายที่กำหนดไว้ โครงสร้างงานเขตพื้นที่การศึกษาแบ่งเป็น 3 ฝ่ายได้แก่ ฝ่ายนโยบายและบริหาร ฝ่ายบุคลากรและงบประมาณและศูนย์วิทยบริการ โดยมีคณะอนุกรรมการบริหารงานวิชาการเขตพื้นที่การศึกษาทำหน้าที่ให้ข้อเสนอแนะเชิงนโยบายในส่วนที่เกี่ยวข้องกับการบริหารงานวิชาการ ในส่วนของศูนย์วิทยบริการ มี 5 หน่วยงานย่อย ได้แก่ หน่วยหลักสูตรและการพัฒนาหลักสูตร หน่วยถ่ายทอดและเผยแพร่สารสนเทศ หน่วยสื่อและเทคโนโลยีการศึกษา หน่วยวัดและประเมินผลการศึกษา และหน่วยประกันคุณภาพการศึกษา สำหรับระบบการบริหารควรยึดหลักความเป็นอิสระและความเป็นเอกภาพในท้องถิ่น หลักการกระจายอำนาจ หลักการมีส่วนร่วมและหลักการประกันคุณภาพการศึกษา นอกจากนี้คณะผู้วิจัยเสนอแนะว่าควรมีการนำเสนอรูปแบบดังกล่าวให้ผู้มีส่วนเกี่ยวข้องทราบอย่างกว้างขวาง และควรมีการทดลองใช้รูปแบบดังกล่าวเป็นโครงการนำร่องก่อนที่จะนำไปสู่การปฏิบัติจริง
This qualitative research aims to develop a model of academ management for Local educational Area in five southern border provinces. TI informnts consist of 140 education experts and stakeholders in five southern border provinces. In-depth interview and brainstorming seminar are employ for data collecting. It has been found that academic management in a Local educational Area should be under the supervision of the Local Education Area Board, who is in charge of the supervision, facilitation, coordination, and evaluation of educational institutions. The Local Educational Area structure consists of 3 divisions: Policy and Administration, Personnel and Budget, and Academic Services Center. The Local Educational Area Committee on Academic Management gives policy guidelines for academic management. The Academic Services Center consists of 5 units: Curriculum and Curriculum Development, Information Transfer and Dissemination, Educational Media and Technology, Educational Measurement and Evaluation, and Educational Quality Assurance. In all academic management, emphasis should be placed on autonomy, unanimity within the communities, decentralization, perticipation, and quality assurance. However, it is recommended that feeback on this proposed academic management model should be drawn from as many people as possible. In addition, a pilot project of this model should be undertaken before its actual implementation is launched. |
