บทคัดย่อ/Abstract |
<dd>การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาข้อมูลพื้นฐานที่เกี่ยวกับแผนและโครงการของชุมชนอบต. ในสามจังหวัดชายแดนภาคใต้เพื่อรองรับการพัฒนาเขตเศรษฐกิจสามฝ่าย (IMT-GT) เน้นประสิทธิภาพการดำเนินงานตามแผนและโครงการ ได้แก่ การวางแผนการปฎิบัติตามแผน การติดตามประเมินผล และปรับปรุงพัฒนา รวมทั้งประสิทธิผลของโครงการด้านปัจจัยป้อน กระบวนการ และผลผลิตเพื่อหาแนวทางการพัฒนาศักยภาพด้านบุคลากร งบประมาณ และสิ่งอำนวยความสะดวกอื่นๆ <br />
<dd>กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ประธานองค์การบริหารส่วนตำบล เจ้าหน้าที่บริหารงานองค์การบริหารส่วนตำบล และปลัดองค์การบริหารส่วนตำบลในอบต. ที่เลือกเป็นกลุ่มตัวอย่าง โดยใช้วิธีการสัมภาษณ์ และแบบสอบถาม <br />
<dd>ผลการวิจัยปรากฎ ดังนี้<br />
<dd>1. ผลการดำเนินงานตามแผนและโครงการของ อบต. ส่วนใหญ่เป็นดครงการที่เน้นเกี่ยวกับการก่อสร้างและสาธารณูปโภค คิดเป็นร้อยละ 50.75 โครงการที่เกี่ยวกับการพัฒนาอาชีพและเสริมสร้างรายได้มีร้อยละ 26.12 โครงการที่เกี่ยวกับสุขภาพอนามัยและป้องกันโรคติดต่อร้อยละ 12.68 นอกนั้นเป็นโครงการที่เกี่ยวกับการส่งเสริมศิลปวัฒนธรรมและพัฒนาจิตใจร้อยละ 10.45 <br />
<dd>2. ประสิทธิภาพของการดำเนินงานตามแผนและโครงการด้านการวางแผน ด้านการตรวจสอบ ติดตามและประเมินผล และด้านการปรับปรุงพัฒนาอยู่ใระดับปานกลาง ส่วนด้านการปฎิบัติตามแผนอยู่ในระดับมาก<br />
<dd>3. การติดตามผลการดำเนินตามแผนและโครงการของอบต. ช่วงก่อนดำเนินงาน ระหว่างดำเนินงาน และหลังสิ้นสุดการดำเนินงาน ด้านปัจจัยป้อนมีความเหมาะสมมาก ด้านกระบวรการมีการปฎิบัติอยู่ในระดับมกา ยกเว้นหลังสิ้นสุดโครงการปฎิบัติอยู่ในระดับปานกลาง ส่วนผลผลิตอยู่ในระดับดีมากเช่นเดียวกัน<br />
<dd>4. ข้อเสนอแนะในการพัฒนาศักยภาพบุคลากรเป็นเรื่องสำคัญที่ต้องให้ความรู้แก่เจ้าหน้าที่และผู้รับผิดชอบโครงการ ในเรื่องการจัดทำแผน โครงการ การดำเนินงานตามแผน โดยเฉพาะการประเมินโครงการ ส่วนศักยภาพด้านงบประมาณควรจัดให้มีการผลิตและการจำหน่ายเพื่อให้มีงบประมาณของ อบต.เพิ่มขึ้นซึ่งจะส่งผลต่อการพัฒนาด้านเศรษฐกิจและการสร้างความเข้มแข็งของชุมขน สำหรับข้อเสนอแนะด้านสิ่งอำนวยความสะดวกอื่นๆอยู่ในศักยภาพของผู้นำหรือประธานอบต. ซึ่งต้องมีความรู้และทักษรในการบริหารงานให้มีประสิทธิภาพยิ่งขึ้น
This research was intendet to study the basic data in the effect of implementation community plan which operated in 2000-2001, in southern boaber provinces, Pattani, Yala, and Narathiwas. It was emphasized on the efficiency on planning, doing, checking, and acting. It was included to study the effectiveness of the evaluation, both in formative and summative evaluation on inputs, process, and outputs. It was also to gather the suggestions for improving on the personnel, budget, and other facilities. The research sampling was the chaimans, the officers, and the head-quarters of local-administrative organizations in three southern boader provinces. There were 180 participants who attended in saminar and nine persons who were interviewed. The data analysis were persentage, arithmetic mean, standard deviation and content analysis from seminar report. The results were as in the followings.<br />
1. The most of projects were emphasized on the infrastructure ; roads, water, electricity and telephone, 50.75%. The rests were the projects on careee development and income support, 26.12%, and project on health, 12.68%, art and culture for mental development, 10.45%.<br />
2. The efficiency of implementation plan on planning, checking, acting were in moderate level, but doing was in hight-level.<br />
3. The follow up of implementation plan which were in formative and summative evaluations which covered on the inputs, prosess, and outputs were in hight level, however the prosess of follow up at the project was in moderate level.<br />
4. The suggestions for development on personnel potentials, The leaders and the officers should be increased in their knowledge on planning, implementation plan, and project evaluation. For the budget potentials, it should be produced some local products and good marketing to increase the local economic and the strengthen of the community. For the suggestion on the other facilities, those factors were based on the leaders or the chairmans, they should have developed knowledge and skills to be more efficient and effective. |
