กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ประธานกรรมการบริหารและปลัดองค์การบริหารส่วนตำบล จำนวน 214 คน และสัมภาษณ์ ผู้ตรวจราชการส่วนท้องถิ่น ปลัดอำเภอเมือง รองประธานกรรมการบริหารองค์การบริหารส่วนตำบล จำนวน 15 คน การวิเคราะห์ข้อมูลใช้ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบ t (t-test)
ผลการวิจัยสรุปได้ดังนี้
1. ความพร้อมเพื่อรับการถ่ายโอนอำนาจในการจัดการศึกาาขององค์การบริหารส่วนตำบลในสามจังหวัดชายแดนภาคใต้ ตามความคิดเห็นของประธานกรรมการบริหาร และปลัดองค์การบริหารส่วนตำบล พบว่าโดยรวมอยู่ในระดับปานกลาง
2. ผลการเปรียบเทียบความพร้อมเพื่อรับการถ่ายโอนอำนาจในการจัดการศึกษาขององค์การบริหารส่วนตำบลระหว่างระดับชั้น 1-4 กับองค์การบริหารส่วนตำบลระหว่างระดับชั้น 5 ในสามจังหวัดชายแดนภาคใต้ ตามความคิดเห็นของประธานกรรมการบริหาร และปลัดองค์การบริหารส่วนตำบลพบว่า ความพร้อมที่จะรับการถ่ายโอนอำนาจการจัดการศึกาาขององค์การบริหารส่วนตำบลตามตัวแปร องค์การบริหารส่วนตำบลระดับชั้น 1-4 กับองค์การบริหารส่วนตำบลระดับชั้น 5 ไม่แตกต่างกัน ทั้งรายด้านและโดยภาพรวม ซึ่งไม่สอดคล้องกับสมมุติฐานที่ตั้งไว้
3. ผลการสัมภาษณ์พบว่า ผู้ให้สัมภาษณ์ส่วนใหญ่มีความเห็นว่า องค์การบริหารส่วนตำบลมีความพร้อมที่จะรับการถ่ายโอนอำนาจการจัดการศึกษาขององค์การบริหารส่วนตำยลค่อนข้างน้อย ส่วนความเหมาะสมผู้ให้สัมภาษณ์ส่วนใหญ่ มีความเห็นว่าองค์การบริหารส่วนตำบลยังมีความเหมาะสมในการจัดการศึกษาน้อยเช่นเดียวกัน และเกี่ยวกับความต้องการภายในท้องถิ่นผู้ให้สัมภาษณ์ส่วนใหญ่มีความเห็นว่าประชาชนภายในท้องถิ่นเห็นด้วยที่ให้องค์การบริหารส่วนตำบลจัดการศึกษา
The purpose of this study were ; 1) to study the readiness of Subdistrict Administration Organization for the deconcentration of power in education management accordance with the National Education act BE. 1999 for the three southern border provinces viewed by the chairmen of the Subdistrict Administration Organization and permanent secretaries. 2) to compare the readiness of Subdistrict Administration Organization categorized by classes of the organization in deconcentration of power in education management proposed by the chairmen and the permanent secretaries of Subdistrict Administration Organization. The 214 samples consist of those who answered the questionnaire which were the chairmen and
the permanent secretaries, while the second group were local administration supervisors, assistant city district officers and 15 vice chairmen of Subdistrict Administration Organization.
The study tool was the rating scale questionnaire were taken into account to collect the data. The scope of the quest ions was covered with in the readiness of ministry of education
which were : the readiness, the appropriacy in education management and theneeds of the local. The reliability value of the instrument was 0.97. Frequency, percentage, mean,
standard deviation, and t-test were used to analyze the data.
The findings were : 1) Readiness of Subdistrict Administration Organization of three Southern Provinces in education management according to the chairmen and the permanent secretaries point of views were at moderate level. In addition, all three aspects were also showing average value. 2) The comparison of readiness in education management of Subdistrict Administration Organization class 1-4 and Subdistrict Administration Organization
class 5 were not different in either as a whole or in each aspect. 3) The results from the interviewees indicated majority of them agreed that the Subdistrict Administration
(6) Organization's were not ready to manage the local education as they should be. In addition,
the Subdistrict Administration Organization?s were also still less potential in education management. However, the interviewees pointed out that the people in local were keen to see the education managed by Subdistrict Administration Organization's.
