บทคัดย่อ/Abstract |
การศึกษามีวัตถุประสงค์เพื่อ 1) เพื่อศึกษากระบวนการบริหารสังคมในการสร้างความมั่นคงปลอดภัยในอำเภอแม่ลาน จังหวัดปัตตานี 2) เพื่อวิเคราะห์ปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารสังคมที่ทำให้เกิดความมั่นคงปลอดภัยใน อำเภอแม่ลาน จังหวัดปัตตานี และ 3) เพื่อเสนอกลยุทธ์การบริหารสังคมในการสร้างความมั่นคงปลอดภัยในอำเภอแม่ลาน จังหวัดปัตตานี กลุ่มตัวอย่างเชิงปริมาณประกอบด้วยเจ้าหน้าที่ตำรวจ ทหาร ฝ่ายปกครอง สมาชิกกองอาสารักษาดินแดน (อส.) และชุดรักษาความปลอดภัยหมู่บ้าน (ชรบ.) จำนวน 314 คน และกลุ่มตัวอย่างเชิงคุณภาพประกอบด้วยเจ้าหน้าที่รัฐผู้มีหน้าที่รักษาความมั่นคงปลอดภัย (ตำรวจ ทหาร ฝ่ายปกครอง) และผู้นำชุมชน ที่มีบทบาทในกระบวนการสร้างความมั่นคงปลอดภัย รวมถึงประชาชนที่อาศัยอยู่ในอำเภอแม่ลาน จังหวัดปัตตานี<br />
ผลการวิจัยพบว่ากระบวนการบริหารสังคมเพื่อสร้างความมั่นคงปลอดภัยในอำเภอแม่ลาน จังหวัดปัตตานี โดยภาพรวมกระบวนการบริหารสังคมด้านบุคลากร มีความคิดเห็นในระดับมาก (x =4.19) ด้านการเงิน มีความคิดเห็นอยู่ในระดับมาก (x =3.56) ด้านวัสดุอุปกรณ์หรือเครื่องมือ มีความคิดเห็นอยู่ในระดับมาก ( x=4.00) การบริหารเกี่ยวกับการวางแผนมีความคิดเห็นอยู่ในระดับมาก ( =4.08) การบริหารเกี่ยวกับการปฏิบัติคามแผน มีความคิดเห็นอยู่ในระดับมาก ( =4.15) การบริหารเกี่ยวกับการตรวจสอบผลการปฏิบัติ มีความคิดเห็นอยู่ในระดับมาก ( x=4.07) และการบริหารเกี่ยวกับการปรับปรุงแก้ไขการปฏิบัติมีความคิดเห็นอยู่ในระดับมาก ( x=4.10) <br />
ปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารสังคมเพื่อสร้างความมั่นคงปลอดภัย พบว่าปัจจัยด้านบุคลากร เป็นปัจจัยที่ส่งผลต่อประสิทธิภาพการบริหารสังคมที่ทำให้เกิดความมั่นคงปลอดภัย มากที่สุด ( x= 4.19) รองลงมาคือ ปัจจัยด้านการบริหาร ( =4.10) และน้อยที่สุดพบว่าปัจจัยด้านการเงิน ( x=3.56) โดยภาพรวม พบว่า ปัจจัยทั้ง 4 ด้าน มีความสำคัญในระดับมาก ( x=3.96)<br />
กลยุทธ์การบริหารสังคมเพื่อความมั่นคงปลอดภัยในอำเภอแม่ลาน จังหวัดปัตตานี 1) ส่งเสริมบทบาทผู้นำชุมชน ผู้นำศาสนา และผู้นำตามธรรมชาติเพื่อขับเคลื่อนการจัดการความปลอดภัยของชุมชนในอำเภอแม่ลาน จังหวัดปัตตานี 2) สร้างศักยภาพชุมชนในการป้องกันตนเองและการจัดการความรู้ของชุมชนในการจัดการความปลอดภัย 3) จัดตั้งคณะกรรมชุมชนเพื่อการเบิกจ่ายอุปกรณ์หรือเครื่องมือที่ใช้ในการปฏิบัติงาน 4) การจัดตั้งคณะกรรมการชุมชนเพื่อการบริหารจัดการการเงิน 5) จัดทำประวัติบุคคลในชุมชนทั้งใหม่และเก่าเพื่อเป็นข้อมูลพื้นฐานชุมชน <br />
The objectives of this study were to: 1) investigate the process of social management for the construction of security in Maelarn district, Pattani province; 2) analyze factors having an effect on the efficiency in social management for the construction of security in Maelarn district; and 3) propose strategies on social management for the construction of security n Maelarn district. The quantitative sample group I this study consisted of 314 persons who were police, soldiers, and the village security keeping team members. This included community leaders playing roles in the process of security construction as well as people living in Maelarn district, Pattani province.<br />
Results of the study revealed that the social management process for the construction of security in Maelarn district had a high level of opinions ( x= 4.19) as a whole. Based on its details, the following were found at a high level: finance ( x= 3.56), tools or materials/equipment ( = 4.00), planning ( = 4.08), plan implementation ( = 4.15), inspection of the operational outcomes ( = 4.07), and practice improvement ( x= 4.10). Regarding factors having an effect on the efficiency in the social management for the construction of security, it was found that personnel was the factors on the efficiency in the social management for the construction of security most ( = 4.19) and followed by management ( = 4.10). However, finance was found at a lowest level ( = 3.56). As a whole, the 4 factors were found at a high level ( x= 3.96).<br />
For the social management strategies to construct security, it included the following: 1) promotion of roles of community leaders, religious leaders, and natural leaders; 2 construction of community potential in self-prevention and knowledge management for security management of the community; 3) establishment of the community committee for equipment disbursement; 4) establishment of the community committee for financial management; and 5) preparation of personnel background so as to be basic data for the community.<br />
